GJM WELCOMES TALKS WITH WB GOVT
Kolkata, July 23 (PTI) The Gorkha Jan Mukti Morcha today welcomed the West Bengal government's willingness to discuss the Gorkhaland issue.
"They, in a letter, requested us to withdraw the bandh. They have also said that they are ready to discuss Gorkhaland. We welcome it. It is a positive development," GJM General Secretary, Roshan Giri, told PTI from Darjeeling over phone.
He said that things were moving in the right direction after the state government's response to GJM's terms for holding the third round of tripartite talks.
Giri said that it was also a welcome gesture that the Centre had preponed the tripartite talks to August 11 from August 24.
GJM had been insisting on political level talks on a separate state of Gorkhaland, after two earlier round of the tripartite meetings were held at the secretary level.
TNN, DARJEELING, 23 July : A day after having expressed satisfaction over the government's response to its terms for holding the third round of tripartite talks on Gorkhaland, Gorkha Janmukti Morcha (GJM) did a volte-face on Wednesday and came up with a fresh set of demands. The GJM leadership has now demanded transfer of the police officials involved in the Panighatta incident of July 10, release of 19 of its supporters currently in jail and an impartial inquiry into alleged police atrocities on their cadres.
On July 10, police had lathicharged GJM supporters participating in a rally in Panighatta. Several persons were injured, followed by the arrest of some supporters of GJM and the Gorkha National Liberation Front (GNLF). While most of the GNLF men had already been released on bail, prime accused Rajen Mukhia, a GNLF leader, was released on Wednesday.
However, 19 GJM supporters are still in jail. "We demand the transfer of police officials involved in the Panighatta incident, including North Bengal IG K L Tamta. Our demand is justified," reasoned GJM secretary Roshan Giri.
In Kolkata, agitated urban development minister Asok Bhattacharya on Wednesday said GJM must withdraw the bandh considering that talks would be held soon. "I have told the chief minister that accepting the fact that the bandh will continue during the talks means we are buckling under pressure. If the bandh continues, there is no point in holding discussions," he said. "The chief minister is worried about the issue." He held that there is no question of a separate state, adding that Subhas Ghisingh was more responsible than Bimal Gurung.
Home secretary Ardhendu Sen said GJM had been requested not to block NH-31A. Sen said GJM had been asked to withdraw their strike, as for the talks in Delhi, a conducive environment is needed. He said GJM leaders will inform about their decision by Thursday.

PIL Directives
As per the information furnished by the Registry of the Supreme Court, the guidelines for entertaining Public Interest Litigations (PIL) have been laid down by the Supreme Court in judicial pronouncements. Administratively, the Registry has generally defined matters of public interest to include (i) bonded labour matters, (ii) matters of neglected children, (iii) exploitation of casual labourers and non-payment of wages to them (except in individual cases), (iv) matters of harassment or torture of persons belonging to Scheduled Castes, Scheduled Tribes and economically Backward Classes, either by co-villagers or by police, (v) matters relating to environmental pollution, disturbance of ecological balance, drugs, food adulteration, maintenance of heritage and culture, antiques, forests and wild life, (vi) petitions from riot victims and (vii) other matters of public importance.
Entertaining of any litigation, including a PIL, being a matter entirely within the domain of the judiciary, it is not incumbent on the Supreme Court to consult the Government while framing any such guidelines.

Unsolicited Telemarketing Calls

Cases of unsolicited telemarketing calls have come to the notice of the Government from time to time. To curb such unsolicited telemarketing calls on mobile phones, Telecom Regulatory Authority of India (TRAI) has issued the Telecom Unsolicited Commercial Communications (UCC) Regulations, 2007 (4 of 2007) dated 5th June 2007 and a scheme of National Do Not Call (NDNC) Registry has been put in place since October 2007.
The registration process in the NDNC Registry is very simple. Any mobile subscriber willing to register in NDNC Registry needs only to either make a call to 1909 or send SMS “START DND” to 1909, where DND stands for Do Not Disturb.
The efficacy of the UCC Regulations is reviewed by TRAI from time to time. This reply was given by the Minister of State for Ministry of Communications and Information Technology, Shri Gurudas Kamat in Rajya Sabha today. (PIB)
RURAL TELEPHONY
The Minister of State for Ministry of Communications and Information Technology, Shri Gurudas Kamat informed the House today as against the envisaged target of 4% teledensity in rural areas by 2010 under New Telecom Policy, 1999 (NTP-99), the present teledensity is 16.54% as on 31.05.2009 as a result of various initiatives of the Government. As on 31.01.2009, out of the total telecom subscribers of 400.05 million, the contribution of rural subscribers was 28.17%. Telecom regulator has released a draft recommendations on rural telephony for overcoming various constraints coming in way of increasing telecom penetration in rural areas in India. In order to provide further better connectivity to rural and remote areas of the country, Government is taking the following steps:- (i) Subsidy support is being provided by Universal Service Obligation Fund (USOF) for installation of Individual Rural Direct Exchange Lines (RDELs) in 1,685 Short Distance Charging Areas (SDCAs) in the country, where cost of providing telephones is more than the revenue earned. As on 31.05.2009, about 64.6 lakh RDELs have been provided in the country. (ii) Subsidy support is also being extended by USOF for setting up of 7,440 Sharable Infrastructure Sites in 500 districts spread over 27 states for provision of mobile services in rural and remote areas, where there is no existing fixed wireless or mobile coverage. Out of these, 5,624 towers in the country have already been commissioned under this scheme as on May, 2009. The remaining towers are likely to be commissioned by September, 2009. Besides, USOF is also likely to launch shortly second phase of setting up 10,128 additional towers to cover the remaining uncovered rural and remote areas. In his reply to another question Shri Kamat said that to meet the demand of wireline telephones in rural areas, Bharat Sanchar Nigam Limited (BSNL) is now laying cable up to 5 Kms. of exchange against the earlier standard of 2.5 Kms. BSNL has deployed Wireless in Local Loop (WLL) network in rural areas to meet the demand of scattered and far-flung rural areas. It now plans to further expand its (MSC based) WLL network . And the remote and far-flung areas, which are not possible to be covered with terrestrial technology, are planned to be covered with Digital Satellite Phone Terminals (DSPTs), he added. (PIB)
Abuse of Indian brides by NRI
The recommendation of Law Commission to tackle the problem of abuse of Indian brides by NRI husbands are under examination of the Ministry of Law & Justice. Main recommendations with regard to marriage of Indian brides with NRI husbands are given in Annexure-I.
The number of such complaints received in the Ministry is given in Annexure-II. Action on guilty persons can be taken only based on court orders in each case.
