CPRM for all-party talks
SNS, SILIGURI, 13 NOV: The Communist Party Revolutionary Marxists secretary, Mr R B Rai has asked the Centre to make the tripartite dialogue more representative. “The fourth round of tripartite dialogue slated in Darjeeling on 21 December is a crucial one as several important points including the alternative administrative structure are likely to be raised in course of the negotiations. It is our considered opinion that the talks should be more representative. The Centre and the state government should consider inviting the non-GJMM parties of the hills to the talks as well. We should be allowed to project our views before the meeting,” he said. However, anti-Gorkhaland bodies like the Aamra Bangali and the Bangal O Bangla Bhasa Bacoa Committee have raised questions over the rationale behind such negotiations.
According to a senior Aamara Bangali spokesperson, Mr Khusi Ranjan Mondal, such talks confined amongst the Centre, the state government and the GJMM were futile exercise. “The Centre and the state government have already made their opposition to the formation of a separate state in the Darjeeling hills. They might consider restructuring the already existing Darjeeling Gorkha Hill Council. We would even oppose any enhancement of power for the autonomous body, for it might embolden the GJMM to stake renewed claim on Siliguri and the Dooars,” he said.
The opinion of the BOBBBC is the same on the issue. Its president, Dr Mukunda Majumder said that they had asked the Centre-appointed interlocutor Mr Vijay Madan to talk to the plains-based organizations on the sensitive matter. “Yet, the Centre and the state government have remained irresponsive,” he added.
Reacting to such demands, the GJMM media spokesperson, Dr Harka Bahadur Chhetri said that there was no question of inviting the plains-based rabid groups in the three-way dialogue. “But as far as the CPRM is concerned we might ask Mr R B Rai to present his party's views on the matter to us. We might discuss before finalizing our agenda. This happened before. The final decision, however, rests with the Centre,” Dr Chhetri added.

TT, Siliguri: The BSNL launched its 3G mobile service here on Thursday. At present, 21,250 connections will be given in Siliguri, 3,750 in Darjeeling and 1,750 in Kalimpong. Those using Internet can avail of the facility as the maximum speed will be 14.4mbps, much higher than the speed in GPRS, said an official.
TT,Jaigaon: Four persons were killed and two others injured when the car they were travelling in rolled 20ft down from a bridge on NH31 near Nagrakata early on Friday. Police said the deceased — Robert Horo, 39, his wife Archana Horo, 38, and daughter Dipti, 12, and Babusona Das, 23 — were residents of Sukhana Bustee at Nagrakata. They were returning from the Glassmore tea garden after attending a marriage party. The injured have been hospitalised.

TT,Siliguri: Customs officials from Siliguri and BSF officers from Raninagar recovered 525gm of heroin from a bus at
Changrabandha, 80km from here, on the India-Bangladesh border on Thursday evening. Customs officials said the narcotics, worth around Rs 52.5 lakh, were kept in a leather bag wrapped in plastic packets. No one has been arrested.

Action taken on incidents of physical violence against North Eastern Youths/Students in Delhi by Ministry of DoNER
PIB, Delhi: In the context of recent incidents of physical violence reported in Delhi against students/youth hailing from North Eastern (NE) States, the Ministry of Development of North Eastern Region (DoNER) took up the matter with Ministry of Home Affairs and Delhi Police to ascertain the steps taken by them to protect the safety and security of North Eastern (NE) students in Delhi. The Commissioner of Delhi Police on 15.10.2009 has issued a standing order containing guidelines and steps to be taken for tackling the problem faced by students and others from NE States in Delhi which include:- A ‘Zero Tolerance Policy’ in respect of crime against women, including those hailing from NE States.

PIB, Delhi: In the context of recent incidents of physical violence reported in Delhi against students/youth hailing from North Eastern (NE) States, the Ministry of Development of North Eastern Region (DoNER) took up the matter with Ministry of Home Affairs and Delhi Police to ascertain the steps taken by them to protect the safety and security of North Eastern (NE) students in Delhi. The Commissioner of Delhi Police on 15.10.2009 has issued a standing order containing guidelines and steps to be taken for tackling the problem faced by students and others from NE States in Delhi which include:- A ‘Zero Tolerance Policy’ in respect of crime against women, including those hailing from NE States.
Where necessary, action under law/ preventive action under Cr. PC be initiated. Quick action to be taken by the police to restore confidence in the victim and the community. Regular patrolling by Police in all police stations in the North and North west and south Delhi Districts, including police stations at Model town, Mukharjee Nagar, Civil Line, Roop Nagar, Timarpur, Kotla, Satya Niketan, Dhaula Kuan etc, covering hostels and pockets in residential colonies where NE Students live in large numbers .
Beat constables in the above mentioned areas to establish close interaction with community leaders of NE Region. SHOs must have regular bimonthly meetings with community leaders.
Members from the NE community to be co-opted in Thana level committees to ensure redressal of grievances.
Nodal officers, i.e. DCP/North, DCP/ East and DCP/ South to liaise with NE Resident Commissioners (RC) and have regular interactions with resident welfare association (RWAs), student groups/ residents.
Women from NE to call the Police Helpline 1090, 1091 and 100 Number in case of need.
A meeting under the Chairmanship of Shri P.K. Pattanaik, Joint Secretary, Ministry of DoNER was held with the Resident Commissioners (RC) of North Eastern States on 27th October 2009. In the meeting the Resident Commissioners were informed of aforesaid guidelines issued by Delhi Police and were provided a copy thereof for their use as reference material. The Resident Commissioners were advised to:-
Disseminate the instructions issued by Delhi Police to community members through Associations with a view to create a sense of confidence among them in an appropriate manner by bringing out appropriate advertisements in NE and National News Papers.
Maintain a directory containing the names, contact numbers and addresses of people from NE States inDelhi.
Sensitize the students/youth from NE States before they leave their respective state about the social environment, cultural differences and prevailing situation in Delhi and follow a list of Do’s and don’ts like avoiding to be at public places during late hours, ensuring moving in groups rather than alone etc.
Arrange talk shows, panel discussions on local TV channel/ media to create sense of awareness in the people about the situation in Delhi.
RCs will get in touch with people hailing from their respective states through the Organisations/Associations and identify their grievances and facilitate them to take up their problems with MHA, Delhi Police at appropriate levels for redressel. It was noted that North Eastern Council, Ministry of DoNER and Ministry of Tribal Affairs are jointly constructing a hostel for the NE girls inDelhi University as one of the steps to mitigate their accommodation problem.
The Minister of Development of North Eastern Region (DoNER) and Minister of Mines, Shri B.K Handique expressing his serious concern over these incidents has desired that proactive steps be taken immediately to ensure safety and security of the students particularly the girl students from NE States in Delhi. He has also written to Home Minister on 28.10.2009 requesting him to examine the pattern of such crimes against NE States students and devise a mechanism to improve the security environment for them and also to associate Ministry of DoNER for any liaison or assistance in this regard so that the people hailing from NE Region feel part of society in Delhi/NCR.
The Secretary, Ministry of DoNER, Ms. Jayati Chandra vide her D.O. letter dated 6th November 2009 has also requested the Chief Secretaries of the North Eastern States requesting them to direct the RC of the respective state in Delhi to:
Collect details of names, contact No. and address in Delhi of people from the NE State and maintain a directory thereof. To obtain these details if he has to issue advertisements in Delhi News Paper, Ministry of DoNER will bear the expenses
Have continuous interface with the people/students from the respective state.
Get in touch with the Associations/Organisations of the NE students and organise a get together in the Bhawan and identify their grievances and facilitate them to take up their problems with MHA and Delhi Police at appropriate level for redressal.
Advise the people/students from the NE State to follow the Do’s and Don’ts like avoiding to be at public places during late hours, ensuring moving in groups rather than alone, increase interaction with other (student) bodies in their respective schools/colleges/places of work etc. and in case of emergency make use of Delhi Police helpline No. 1090, 1091, and 100 and also contact the office of the RC in Delhi. The RC may set up a 24 hour helpline for this purpose and give wide publicity about the helpline.
To organise workshops and sensitise the students/youth from the NE State about the social environment, cultural differences and the prevailing situation in Delhi, as they have the requisite infrastructure i.e. auditorium etc. to arrange such activities. The Ministry of DONER is open to the idea of bearing some part of expenditure which may be incurred.
The instructions issued by Delhi Police, a copy of which has already been made available to the RC, could be disseminated to community members through the associations with a view to instil confidence among them in an appropriate manner by the RC by bringing out appropriate advertisements national newspapers.
A Cell headed by Joint Secretary, Ministry of DoNER and consisting of the RCs of the eight NE States, a Deputy Secretary and Under Secretary of Ministry of DoNER has been set up in the ministry to review the action taken in this regard.

More than 100 thousand people were brought in Kathmandu for the event. One person died when a bus carrying the protestors to Kathmandu met with an accident. The protest was mostly peaceful except an incident of clash with the police at one location. The protestor were dancing on street as usual.
In yesterday’s event film artists were also present to support the protest. A rare sight – Maoist supreme Puspa Kamal Dahal (Prachanda) was dancing on a song “Lalu-pate nughyo bhui tira …” sung by one of the leading actress of Nepali movies, Rekha Thapa.

माओवादी अध्यक्ष प्रचण्ड र नायिका रेखा थापा बिहीबार भद्रकालीमा छमछमी नाचे । माओवादीले गरेको पहिलो दिनको सिंहदरबार घेराउ कार्यक्रममा प्रचण्डको नेतृत्वमा भद्रकालीमा भएको धर्नामा प्रचण्ड नायिका रेखाको आग्रह स्वीकार गर्दै उनीसँग कम्मरमा कम्मर मिलाई नाचेका हुन् ।
नायिका रेखा आन्दोलनको पक्षमा भाषण गर्न उत्रिएपछि आन्दोलनकारीले उनलाई नाच्न अनुरोध गरेका थिए । निकै हुटिङ भएपछि रेखा नाच्न तयार भइन् । तर, उनले प्रचण्डप्रति लक्षित गर्दै भनिन्, 'म सधैँ फिल्मका नायकसँग मात्र नाचेँ । तर, आज देशको असली नायकसँग नाच्न चाहन्छु- उहाँ हुनुहुन्छ, प्रचण्ड । उहाँ मसँग नाच्न तयार हुनुहुन्छ भने म गाउन पनि तयार छु ।' रेखाको यस्तो प्रस्ताव सुनेपछि प्रचण्ड मुसुमुसु हास्दै समकक्षी नेताहरू रामबहादुर थापा बादल, मोहन वैद्य किरणलगायतसँग मुखामुख गर्न थाले ।
आन्दोलनकारीले प्रचण्ड पनि नाच्नुपर्छ भनेर हुटिङ गर्न थालेपछि उनलाई उठ्न करै लाग्यो । प्रचण्ड आफ्नै शैलीमा मुन्टो हल्लाउँदै फ्लोरमा आए ।
प्रचण्ड आएपछि रेखाले गाउन सुरु गरिन्, लालुपाते नुह्यो भुइँतिर, कि लाऊ माया मैतिर कि लाऊ उहीतिर, माया नलाऊ दुईतिर गीतका तालमा रेखा र प्रचण्ड छमछमी नाचे । नाच्ने क्रममा रेखाले प्रचण्डको कानमा सुटुक्क भनिन्, 'तपाईं पनि गाउनुस् न..।' प्रचण्ड पनि नाच्दै गाउन थाले, 'निश्चित रूपमा लालुपाते नुहुन्छ भुइँतिर...।'
सधैँ हिरोहरूसँग नाच्दै आएकी नायिका रेखा पहिलोपटक आफूलाई मनपर्ने नेता प्रचण्डसँग नाच्न पाउँदा निकै हौसिएकी थिइन् । नेता प्रचण्ड पनि देशकी चर्चित नायिकासँग नाच्दा प्रफुल्ल थिए । उनले रेखासँगै ताल मिलाएर नाचे । माओवादी जनयुद्ध सुरु भएदेखि नै प्रचण्ड कस्ता होलान् भन्ने कल्पना गर्ने गरेको बताउने रेखाले उनीसँगै नाच्न पाउँदा आफूलाई निकै खुसी र गर्वानुभूति भएको बताइन् । 'यो दिन सोचेकी थिइनँ,' रेखाले भनिन्, 'माओवादीको कार्यक्रमका लागि अकस्मात निम्तो आयो, गएँ । निकै स्मरणीय भयो ।'
नायिका रेखाले उपस्थित आन्दोलनकारीमाझ नागरिक सर्वाेच्चताका लागि माओवादीको गरिरहेको आन्दोलनमा आफ्नो पनि समर्थन भएको भाषण पनि ठोकेकी थिइन् ।
झन्डै दुई सयको संख्यामा उपस्थित फिल्मकर्मीमा निर्देशक समाजका अध्यक्ष केपी पाठक, निर्देशकहरू युवराज लामा, अशोक शर्मा, दीपक श्रेष्ठ, विमल पौडेल, नायिका मौसमी मल्ल, फिल्म-लेखक मौनता श्रेष्ठ, सुनीलदत्त पाण्डे, निर्माता छवि ओझा, संगीतकार चेतन सापकोटालगायत औपचारिक रूपमै माओवादीमा प्रवेश गरेका फिल्मकर्मी कार्यकर्ता थिए । भद्रकालीमा दुई बजेसम्म सांस्कृतिक कार्यक्रममार्फत धर्नामा बसेका फिल्मकर्मीहरू त्यसपछि माइतीघर मण्डलामा अर्का माओवादी नेता डा. बाबुराम भट्टराई नेतृत्वको कार्यक्रममा पनि सहभागी भएका थिए ।

Bhutanese Refugee found dead
Bhutanusa.com:Residents in Goldhap camp have discovered a body of a Bhutanese refugee woman dumped and deserted at a nearby Deuniya River yesterday.The deceased who seems to be in her early thirty was identified as Amrita Darjee from Bhutanese refugee camp,Goldhap, Sector D/1 hut no. 04, under Jhapa district in Eastern Nepal.
Considering the nature of the scene, the authority has suspected the victim to have been raped, gagged and subsequently killed by some hooligans.

Meanwhile, in a separate incident, Jit Bahadur Gurung, another Bhutanese refugee residing in Khudunabari camp, Sector B/1 hut no.26 was killed on Sunday, in Butwal , a city lying some 650 KMs west of the camp. Gurung had been to there some months ago looking for some jobs.
The cause of his death has not been confirmed, however, a website (titopiromitho.com) from Damak has quoted Khudunabari camp secretary as saying that the man died when a huge electricity pole fell upon him while he was installing the cables there.
